After the KCS 2009 Jay Chatzkel from Progressive Practices provided a seminar on "Hong Kong as a Knowledge Capital" at the Knowledge Management Research Center at the PolyU. He talked about:

  • What is a knowledge capital? A region that bases its future ability to create wealth on its capacity to generate, share and leverage its knowledge capabilities. Where enterprises and people link to form knowledge-based networks.
  • Knowledge is the 4th factor of production: land, labor and financial capital - and now knowledge capital (as a fusion of intellectual capital and knowledge management).
  • Are we cultivating, and effectively using, knowledge in our extended(!) enterprises?
  • Historic knowledge capital precedents: China (emperor Qin Shi Huang, 259-201 BCE), Portugal (Prince Henry the Navigator, 1394-1460) and Great Britain by Captain James Cook (1728-1779).
  • Core Clusters of Capabilities:
    • Strategy Making and Agility (create strategy and shape action plans)
    • Market Agility (respond to the dynamics of the marketplace and to uncover new possibilities)
    • Organization Building (build right culture, implement the right leadership, forge robust processes and incentivize engagement for all)
    • People Management (recognize talent, build on strength, select people quickly)
    • Project and Process Management (right plans with the right implementation practices)
    • Learning, Innovating and Leveraging Knowledge (share knowledge throughout the communities of the sustainable knowledge city (SKC).
  • Hong Kong as a Network of Centers: 1.) global trade and finance 2.) hospitality and tourism 3.) technology and innovation 4.) construction and the environment 5.) educational transformation 6.) enterprise performance 7.) well being and gerontology (health care) 8.) arts and culture 9.) discovering the future and prototyping 10.) citizen partizipation, learning and volunteering 11.) new citizens and immigration
  • How can the KMRC be a catalyst for the Hong Kong Region to become a knowledge capital? Roles of the KMRC: 1.) convener (Seminars, Knowledge City Summit) 2.) knowledge capability strategist 3.) educator 4.) living model of knowledge-based enterprise 5.) facilitator and collaborator.
  • Next steps: identify the opportunities and barriers for organizations to become knowledge-based, involve people and organizations across all areas of Hong Kong life in discussing the opportunities to become a knowledge capital, initiate a set of pilot projects.
